Caroline CAMIERE

Caroline is in charge of the Public Business Law Department.
She works with a varied clientele comprised of both public and private actors. She works with large French and international groups as well as small and medium-sized companies, technical design offices, architects, real estate developers, as well as local authorities and public institutions.
In addition to a recognized activity in consulting and litigation in the field of public procurement law (securing/auditing of tender procedures, amicable procedures and litigation related to the awarding and performance of public contracts), Caroline also intervenes upstream of the awarding of contracts presenting specific stakes, in order to assist decision-makers in their choice of management method and to anticipate litigation risks.
In this context, her activity leads her to provide comprehensive advice on public business law, including aspects relating to local government law and/or public property and land control of the operation.
She has developed expertise in the following areas:
- Legal assistance to the contracting authority (in partnership with design and engineering firms) in the field of energy performance contracts (networks – public lighting) and public service concession contracts (sports facilities, mountain sector),
- Complex arrangements involving land, structural and contractual choices for the realization of an operation or the rationalization of the management mode of a public service,
- Supporting public actors in terms of governance (joint exercise of certain expertise with other entities, structuring the management of some sites involving various actors and owners).
Caroline’s professional practice is also distinguished by a strong know-how in urban planning and environmental law, allowing private companies as well as public actors to secure their operations on regulatory aspects (audit of building permits, environmental assessment, urban planning issues and advice and assistance on litigation aspects).
In addition to her practice as a lawyer, Caroline CAMIERE has been a lecturer at the University Jean Moulin – Lyon III since 2007, in Urban Planning Law (Master 2, Public Business Law).
She also provides training in public procurement law, notably for ACP FORMATION (Abilways Group).
Education
Caroline holds a DEA in Public Law from the University Jean Moulin – Lyon 3 (2003), and a DESS in Public Business Law and DU in Business Law (2004, University Jean Moulin – Lyon 3, Valedictorian).
Professional practice
Caroline was sworn-in in January 2006.
Prior to joining AXIPITER, Caroline practiced within her own firm which she founded in 2016 in Lyon, until 2021, having then joined the business firm YUCCA.
She previously had 10 years of experience in public law firms in Lyon (Riva et associés, CMS Francis Lefebvre).
