About

Caroline heads the “Public Business Law” department.

She advises a diverse client base composed of both public and private stakeholders. She assists major French and international groups as well as SMEs, technical consulting firms, architects, real estate developers, and public authorities and entities.

In addition to a recognised advisory and litigation practice in public procurement law (securing and auditing tender procedures, pre-litigation and litigation relating to the award and performance of public contracts), Caroline also intervenes upstream of contract award procedures involving specific strategic issues, helping decision-makers choose the appropriate management model and anticipate litigation risks.

In this context, her practice encompasses comprehensive advice in public business law, including matters relating to local authorities, public property and land control for projects.

She has developed expertise in the following areas:

• Legal assistance to project owners (in partnership with technical consulting firms) in relation to energy performance contracts (networks – public lighting) and public service concession agreements (sports facilities, mountain areas);

• Complex structuring involving land, organisational and contractual choices for the execution of a project or the optimisation of a public service management model;

• Support to public stakeholders in governance matters (shared exercise of competences with other entities, structuring the management of sites involving multiple actors and owners).

Caroline’s practice is further distinguished by strong expertise in urban planning and environmental law, enabling both private companies and public bodies to secure their projects from a regulatory perspective (building permit audits, environmental assessments, urban planning issues, and advice and assistance in contentious matters).

Alongside her work as a lawyer, Caroline CAMIERE has been a lecturer at Jean Moulin University – Lyon III since 2007, teaching Urban Planning Law (Master 2, Public Business Law).

She also provides training in public procurement law, notably for ACP FORMATION (Abilways Group).
